Spitzy
Quest reward from Spitzy. Sounds like a reference to the Brain Slugs from Futurama, as it seems to sit on your head.
The
Spitzy is a Battle for Azeroth toy obtained by completing a quest chain that begins with Who Seeks the Seekers?, picked up from Scrollsage Rooka in Zuldazar Harbor.

Pick Up Starter Quest
Find Scrollsage Rooka in Zuldazar Harbor and pick up the quest Who Seeks the Seekers? to begin the chain. Both Horde and Alliance characters can complete this quest — Alliance players can start it from Seeker's Outpost.
Complete the Quest Chain
Finish the quest chain to earn Spitzy as your reward. Once obtained, Spitzy sits on your head, similar to Pepe.
Find Spitzy in Zuldazar
If needed, you can also locate the NPC Spitzy at 73, 64.8 in Zuldazar for reference.
Tips
Spitzy sits on your head but can be very hard to see with certain hairstyles — on some races, only his antennae are visible unless you zoom in close.
