Speak With Four Sky-Captains
Locate and speak with all four sky-captains flying their airships around Hallowfall: Sky-Captain Dornald (The Mighty Lynx), Sky-Captain Clairmonte, Sky-Captain Aerthin, and Sky-Captain Onaro. Note that one captain will not speak with you, so only four of the five are required. You can run a script in chat to track which captains you have already spoken with.
Loot the Sunken Cache
Once you have spoken with the required sky-captains, dive underwater in Hallowfall to find the Sky-Captains' Sunken Cache at 55.11, 37.65. Loot the cache to receive the Silver Linin' Scepter.
Tips
The Silver Linin' Scepter is instant cast, meaning it can be used while already falling, which makes it more responsive than other similar toys.
The toy's water walking buff only lasts 30 seconds and shares a cooldown with Goblin Glider Kit, so be cautious when using it during long falls.
