Find the 
Shimmering Roc Feather in a treasure chest at 49.6, 37.7 in Highmountain. The path up the cliff begins at 52.4, 36.2, so start your ascent from there.
Collect Delicate Roc Feather
Find the 
Delicate Roc Feather in a treasure chest at 47.7, 44.0 in Highmountain, on a cliff just north of Screeching Crag.
Kill Crawshuk the Hungry
Defeat the elite Crawshuk the Hungry at 49.1, 40.7 in Highmountain to loot the 
Gleaming Roc Feather. He sits in a nest at the top of a snowy path northwest of the Highmountain flight point.
Collect Derelict Skyhorn Kite
Find the Derelict Skyhorn Kite in a treasure chest at 53.4, 50.7 in Highmountain. Use the Skyhorn flight point as your starting reference and begin climbing the path near 55.7, 53.2.
Assemble the Kite
Once all four items are in your bags, click any one of them to assemble the Rocfeather Skyhorn Kite, which reduces your falling speed for 1 minute when used.
