Complete the Reward Quest
Complete the quest that rewards Lao Chin's Last Mug. Note that the quest can be accepted and completed at level 87, but the Toy itself requires level 90 to use.
Use the Toy
Once at level 90, activate Lao Chin's Last Mug from your Toy Box. It has a 10-minute cooldown, counts as drinking one beer, and can be used an unlimited number of times. If the screen glow effect bothers you, type /console ffxGlow 0 in chat to disable it, and /console ffxGlow 1 to re-enable it.
Try the Fishing Macro
To get extra use out of the Toy, create a macro combining it with Fishing: #show Fishing then /script UIErrorsFrame:Hide() then /use Lao Chin's Last Mug then /cast Fishing — this lets you drink and fish at the same time with a single button press.
