Travel to Ardenweald and head southwest of Glitterfall Basin flight point to locate the treasure area at 48.22, 39.28.
Jump down the giant roots
Position yourself at 48.96, 41.06 to align yourself to your destination before jumping down the giant roots to reach the treasure at 47.46, 39.63.
Loot the treasure
Open the treasure chest to obtain Hearty Dragon Plume.

Avoid attempting this treasure when the world quest A Dangerous Harvest is active, as you will be phased and unable to see or loot the treasure.
The treasure has a respawn timer of approximately 15 minutes after being looted.
