Complete the Prerequisite Quest
First, loot a
Dragon Isles Supply Bag from a Primal Proto-Drake and complete the item quest called Funding a Treasure Hunt to unlock access to the treasure system.
Buy Archeologist Artifact Notes
Purchase
Archeologist Artifact Notes from Cataloger Jakes, found at either at 47.11, 82.57 or at 76.57, 34.28 in The Waking Shores. Using these notes will cause the Golden Dragon Goblet treasure to appear on your map.
Head to the Ramp
Make your way to the ramp at 65.08, 40.25 in The Waking Shores. The goblet is located on a slightly elevated area above a waterfall, accessible by taking this ramp and bearing right along a narrow ledge.
Click the Golden Dragon Goblet
Follow the ledge to find the Golden Dragon Goblet at 65.8, 41.82 in The Waking Shores, tucked in on the left side of the ledge. Click it to collect the toy, which is also part of the Treasures of The Waking Shores achievement.
Tips
The Golden Dragon Goblet treasure will only appear on your map after you use the Archeologist Artifact Notes, so make sure to use them before heading to the location.
Players have reported the Dragon Isles Supply Bag dropping reliably from the first Primal Proto-Drake killed at max level, even if it did not drop during leveling.
