Filmless Camera
From Filmless Camera. All this does is make you hold a camera out in front of yourself. Using another skill will make it go away but the cooldown is short.
The 
Filmless Camera is an Engineering toy from The War Within that makes your character hold a camera in front of them, obtainable via Scour Through Scrap after maxing out both the Inventing and Scrapper specializations.

Max Inventing and Scrapper
In The War Within Engineering, fully max out both the Inventing and Scrapper specializations to unlock access to the Scour Through Scrap ability.
Use Scour Through Scrap
Once both specializations are maxed, use Scour Through Scrap to have a chance at obtaining the Filmless Camera.
Tips
Using any other skill will dismiss the camera, but the cooldown is short enough that it can be re-equipped quickly.
The camera works alongside many costume toy effects and emotes, including the
Brazier of Dancing Flames.
