Dominating Victory
Quest reward from Nulling Nullaeus. This toy effect gives you little void portals above your shoulders similar to Xal'atath.
Dominating Victory is a toy obtained from the Nulling Nullaeus quest, awarded after defeating Nullaeus in his lair during Season 1 of Midnight.

Defeat Nullaeus in His Lair
Travel to Nullaeus' lair and defeat him to complete the Nulling Nullaeus quest. Nullaeus casts Emptiness of the Void, a kickable AoE that hits for approximately 660k — interrupt this every time it is cast, or use an immunity ability such as Aspect of the Turtle or Ice Block to avoid the damage.
Handle Devouring Essence
Nullaeus also casts Devouring Essence, which is not kickable and will always target you even if your pet has aggro — be prepared to mitigate or heal through this cast.
Collect and Use the Toy
After completing the Nulling Nullaeus quest, use Dominating Victory to place purple void portals above your shoulders. Standing still for a few seconds causes a glow effect and additional portals to appear around you. Using Etheric Victory from Ky'veza alongside this toy increases the added visual effect.
Tips
Save Bloodlust or Time Warp for when the ogre casting mage appears during the encounter to burst it down quickly.
