Quest reward from Dark Ranger Round-Up. Can't imagine the justification for a two-hour cooldown for a 10 minute effect.
The Dark Ranger's Spare Cowl is a toy obtained from the Horde quest Dark Ranger Round-Up during the Battle for Azeroth expansion, transforming your character into a Blood Elf Dark Ranger (Horde) or Night Elf Dark Ranger (Alliance) with a randomly assigned gender.

Complete the Quest
Complete the Horde quest Dark Ranger Round-Up to earn the Dark Ranger's Spare Cowl. Once learned on a Horde character, the toy is currently usable by both Horde and Alliance characters on your account.
Use the Toy
Activate the toy to transform into a Blood Elf Dark Ranger if you are Horde, or a Night Elf Dark Ranger if you are Alliance, with the gender of the form assigned randomly. The effect lasts 10 minutes but breaks immediately if you deal or receive any damage, and the toy has a 2-hour cooldown — unlike the 
Heartsbane Grimoire, which has a shorter cooldown.

The toy's account-wide availability for both factions is subject to change at any time, so use it on any character while it remains accessible.
