Construct a Tier 3 Gladiator's Coliseum at your garrison to gain access to the Highmaul Coliseum.
Complete Fight, Kill, Salute quest
Enter the Highmaul Coliseum and complete the "Fight, Kill, Salute" quest by killing 100 players.
Claim toy from spoils
Loot the 
Coliseum Champion's Spoils from quest completion to obtain the Alliance Flag of Victory.
Tips
If you completed the "Fight, Kill, Salute" achievement before the Battle for Azeroth expansion, you can contact a Game Master to receive the opposing faction's toy. Players who completed the achievement in Battle for Azeroth or later receive both faction flags automatically.
The
Horde Flag of Victory is a separate toy that must be obtained on a Horde character—learning the Alliance version does not unlock the Horde version.
