Earn Honor Level 20
Play PvP content to accumulate Honor and reach Honor Level 20, at which point you will receive a Strange Crate containing the Horde Fanatic. In the Legion system, this pet was also awarded at Prestige 1 after reaching Honor Level 50 and prestiging.
Purchase via cross-faction shortcut
If you have already reached Prestige 1 on one faction and Prestige 7 on that same faction (unlocking both associated pets), an opposite-faction character can purchase the Horde Fanatic from Sarah the Savage (Horde) in Legion Dalaran with no Prestige requirement on that character.
