Vestment of Second Sight is obtained as a reward from the Cache of Nightborne Treasures, which is earned through completing weekly event quests and raid-based mission rewards.
Complete weekly event quests
Participate in the "Emissary of War" weekly event quest marked with Heroic difficulty to obtain the 
Cache of Nightborne Treasures, which can award the Vestment of Second Sight at item level 885 or higher.
Earn raid-based caches
Defeat bosses in The Emerald Nightmare and Nighthold raids on various difficulties to unlock follower missions that reward different versions of the Cache of Nightborne Treasures, with cache quality determined at the time the mission is obtained.
Tips
Cache quality is determined when the mission is obtained, not when completed, so check your follower missions immediately after raid resets.
