Doomblade Battlegear is obtained through Cache of Nightborne Treasures rewards from Nighthold raid quest progression.
Complete Nighthold raid content
Defeat bosses in Nighthold to receive 
Cache of Nightborne Treasures. The quality of the cache is determined when you obtain the mission, not when you complete it. Higher raid difficulties provide higher item level rewards, with Mythic difficulty caches starting at a higher base than Heroic.
Open your cache
Open the Cache of Nightborne Treasures to reveal armor pieces, which may include Doomblade Battlegear pieces for transmog purposes.
Tips
Normal Nighthold caches can be acquired from the Timewalking dungeon quest weekend event.
Heroic Nighthold caches are available from the weekly Emissary of War quest, with a minimum item level of 885.
