Regalia of Shackled Elements is a transmog set obtained from Cache of Nightborne Treasures rewards tied to Emeriss of Nighthold raid progression.
Obtain quest from follower
Your follower will offer one of four quest variants (
Pulsauron Bindings, 
Ancient Nightborne Tome, 
Glowing Lily, or 
Shred of Tattered Robe) based on your Emeriss of Nighthold difficulty kills.
Complete the quest
Finish the assigned quest to obtain 
Cache of Nightborne Treasures, which contains transmog pieces from Regalia of Shackled Elements.
Acquire from weekly event
Alternatively, complete the Timewalking Dungeon weekend quest for Normal difficulty cache, or earn Heroic difficulty cache from the Weekly Event quest marked Heroic.
Tips
Cache quality is determined when the mission is assigned, not when completed, so higher Emeriss of Nighthold difficulty kills increase the item level of transmog pieces in the reward.
