Cloth set. Classic. I have never had the opportunity to use this item before (it never dropped for my guild. Weird, eh?), so I can't tell you how useful it is in raids...
Arcanist Regalia is the Tier 1 mage PvE raid set, with all eight pieces obtainable from bosses and zone drops inside Molten Core, the level 60 raid located in the deepest part of Blackrock Mountain beyond Blackrock Depths.
Enter Molten Core
Travel to Blackrock Mountain and enter Molten Core, located beyond Blackrock Depths in its deepest section. All eight pieces of Arcanist Regalia drop here, so work through the raid and defeat each relevant boss.
Defeat Lucifron for Boots
Defeat Lucifron to have a 21% chance at 
Arcanist Boots.
Defeat Magmadar for Leggings
Defeat Magmadar for a 23% chance at 
Arcanist Leggings.
Defeat Garr for Crown
Defeat Garr at 31.5, 68.9 in Molten Core for a 22% chance at 
Arcanist Crown, the helm that provides fire resistance valuable in Molten Core and Blackwing Lair encounters.
Defeat Baron Geddon for Mantle
Defeat Baron Geddon for a 35% chance at 
Arcanist Mantle.
Defeat Shazzrah for Gloves
Defeat Shazzrah for a 36% chance at 
Arcanist Gloves.
Defeat Golemagg for Robes
Defeat Golemagg the Incinerator for a 27% chance at 
Arcanist Robes.
Collect Zone Drop Pieces
The 
Arcanist Belt and 
Arcanist Bindings are zone drops, meaning any enemy in Molten Core can drop them during your clear.
Tips
Wearing 3 set pieces increases Intellect by 15, wearing 5 pieces reduces casting time lost when damaged by 5%, and wearing all 8 pieces decreases spell threat generated by 15%.
Molten Core resets weekly, so each weekly lockout gives you a fresh attempt at all boss drops.
