Vestments of the Dark Phoenix are leather gloves crafted by leatherworkers using an epic recipe that drops from Firelands.
Obtain the crafting recipe
The epic leatherworking recipe for 
Clutches of Evil drops from bosses in the Firelands raid (patch 4.2). Since the recipe is tradeable, you can also purchase it from another player on the Auction House.
Have a leatherworker craft them
Bring the recipe to a leatherworker who knows it, or have one craft the gloves for you if you provide the materials.
Tips
The recipe may eventually become bind-on-pickup like previous raid crafting recipes from Ulduar and Trial of the Crusader, so obtaining it early is advisable.
