Reshii Skirmisher's Ferocity is a mail armor transmog set from K'aresh Rares and Eco-Dome Al'dani added in patch 11.2, obtained by defeating specific rare spawns and purchasing items with Untethered Coin.
Farm Reshii rare drops
Defeat The Nightreaver and Arcana-Monger So'zer for 
Reshii Skirmisher's Cowl, Shadowhowl and Grubber for 
Reshii Skirmisher's Pauldrons, and Shad'anis for the cloak ensemble. Reshii pieces drop as Warbound loot for any armor class.
Obtain the cloak piece
Purchase 
Ensemble: Ancient Capes of the Reshii from Shad'anis for 
5 Untethered Coin from the weekly quest More Than Just a Phase.
Collect remaining pieces
Farm additional Reshii Skirmisher pieces from K'aresh Rares, or obtain mail-class specific drops like Consumed Wastelander's Epaulets from Azhiccar in Eco-Dome: Al'dani as an alternative shoulder option.
Tips
Reshii Skirmisher pieces drop as Warbound loot, allowing them to appear for any armor class, but Eco-Dome Al'dani drops follow personal loot rules and mail wearers receive mail drops preferentially.
