Unlock heroic chest mission
Earn approximately 14 or more Heroic Hellfire Citadel kills to trigger a naval mission offering a 
containing Heroic quality loot.
Complete naval mission
Finish the naval mission to receive the raid chest, which has a chance to contain Battlewrap of the Hurricane's Eye.
