Shadow Council's Garb is a transmog item obtainable from the Mythic Cache quest reward after meeting specific raid progression requirements.
Earn Mythic Cache eligibility
Complete either 21+ Heroic Blackrock Foundry kills (with at least one kill after patch 6.1 launch) or 8+ Mythic Highmaul kills to qualify for the Mythic Cache quest.
Open the Mythic Cache
Once eligible, accept and complete the Mythic Cache quest to receive a cache that contains transmog rewards including Shadow Council's Garb.
Tips
The cache may award items from bosses other than those encountered in the quest mission, so your loot is not restricted to specific encounters.
