Shadow Council's Garb is a transmog appearance obtained from the Mythic Cache quest reward in Warlords of Draenor.
Earn cache eligibility
Complete 21 or more Heroic Blackrock Foundry kills (all loot-eligible, cannot repeat Gruul in the same week) OR earn 8 or more Mythic Highmaul kills. At least one Heroic BRF kill must occur after patch 6.1 launched.
Open Mythic Cache
Once eligible, you will receive the Mythic Cache quest. Open the cache to obtain transmog items, which may include pieces from Shadow Council's Garb.
Tips
Cache items are not restricted to specific bosses—any eligible raid boss kill counts toward your total.
