Deathrattle Regalia is a transmog set obtained through naval missions that reward Hellfire Citadel raid chests.
Unlock naval missions
Complete enough Hellfire Citadel raid encounters to unlock the naval mission that rewards 
Iron Fleet Treasure Chest. Based on player reports, this requires approximately 12-15 Heroic Hellfire Citadel kills or 8+ Normal kills depending on difficulty tier.
Complete the naval mission
Once the mission appears, send your naval fleet on the mission to receive the Iron Fleet Treasure Chest containing transmog pieces from Hellfire Citadel.
Open the chest
Open the Iron Fleet Treasure Chest to receive a Heroic quality item from Hellfire Citadel. The chest will not contain weapons, set items, or class trinkets.
