The Battleplate of Resounding Rings is a craftable chest piece obtained by a Blacksmith through the quest Breastplate of Ancient Steel, requiring a significant amount of materials including 
Spirit of Harmony and 
Living Steel.
Farm Spirit of Harmony
Head to the northern part of Valley of the Four Winds where the Hozen are on the cliffs and farm them for Spirit of Harmony — you can expect roughly 2 per hour. Alternatively, if you have a personal farm, you can produce them there without relying on mob drops.
Acquire Living Steel
You need 8 x Living Steel total. Each Living Steel requires either 6 x 
Trillium Bar (6-day cooldown via Transmute: Living Steel) or 3 x Trillium Bar plus 3 x Spirit of Harmony (3-day cooldown). If you prefer to skip crafting, Living Steel is available on the Auction House.
Craft Trillium Bars
Each Trillium Bar can be made by an Alchemist with Transmute: Trillium Bar using 10 x 
Ghost Iron Bar (no cooldown), or by smelting 2 x 
Black Trillium Ore plus 2 x 
White Trillium Ore. Each Ghost Iron Bar is smelted from 2 x 
Ghost Iron Ore.
Craft the Breastplate
Once you have all 8 x Spirit of Harmony and 8 x Living Steel, have a Blacksmith craft the 
Breastplate of Ancient Steel to complete the quest and obtain the Battleplate of Resounding Rings.
Tips
Spreading the Living Steel transmutes across an Alchemist alt and a friend's Alchemist can help work around the cooldown and reduce the time needed to gather all 8.
