Complete daily quests
Complete the three daily quests available in Hallowfall and Azj-Kahet each day to earn 
Confiscated Cultist's Bags.
Loot transmog pieces
Open the Confiscated Cultist's Bags to receive transmog pieces from the Nightfall Darkcaster's Regalia set. The bag has a higher chance of dropping pieces matching the armor type your character is currently wearing.
Tips
Run the dailies on multiple characters to increase your chances of obtaining all pieces of the set.
The set has a lower drop rate for armor types that don't match what your character is wearing; expect roughly 1 in 5-6 bags to contain off-armor-type pieces.
