Confiscated Cultist's Bag.
Loot transmog pieces
Open the Confiscated Cultist's Bag to receive armor pieces from the Nightfall Executioner's Regalia set. The bag also has a chance to drop 
Sovereign Sureki Emblem and 
Shadowbound Leash, which grants the Void-Scarred Lynx mount.
Tips
Complete the dailies on characters wearing the armor type you want to collect; the bag weights drops toward your equipped armor type.
The Shadowbound Leash has approximately a 0.5% drop rate per bag, requiring an average of 200 bag openings to obtain.
