Descaled Wear is a transmog set obtained through S.C.R.A.P. events and rewards in Undermine, with pieces split across two different acquisition methods.
Reach Renown 11
The 
Gunk-Covered Thingy is a random drop from progress-based S.C.R.A.P. job completion rewards, which require Renown 11 to participate in.
Exchange Gunk for Container
Bring your Gunk-Covered Thingy to Angelo Rustbin at the S.C.R.A.P. Exchange at 25.74, 38.13 in Undermine and exchange it for a 
S.C.R.A.P. Scrubber Deluxe container.
Open Container for Helm, Chest, Bracers, Boots
The S.C.R.A.P. Scrubber Deluxe can contain the Descaled Wear helm, chest, bracers, or boots, but can also yield gold, Valorstones, Resonance Crystals, or nothing at all — duplicates are possible. Across 168 containers opened, only 13 out of 16 possible pieces were obtained, reflecting a very low effective drop rate.
Farm Shipping and Handling Event
The Descaled Wear shoulders, cloak, gloves, belt, and legs drop from the shipping and handling event after completing the ninth job in a series, with a low drop rate and duplicates possible.
Tips
Avoid opening the S.C.R.A.P. Scrubber Deluxe with your Valorstones nearly capped — if the container was going to award Valorstones, you may receive nothing instead.
