The Power-Washed Wardrobe transmog set is split across two sources in Undermine: the helm, chest, bracers, and boots come from the 
S.C.R.A.P. Scrubber Deluxe container, while the shoulders, cloak, gloves, belt, and legs drop from the Shipping and Handling event.
Reach Renown 11
You must reach Renown 11 to be eligible for the 
Gunk-Covered Thingy to appear in S.C.R.A.P. job completion rewards. This item is not guaranteed from the scrap events and does not always drop.
Exchange Gunk for Container
Bring your Gunk-Covered Thingy to Angelo Rustbin, the S.C.R.A.P. Exchange vendor at 25.74, 38.13 in Undermine, to exchange it for a S.C.R.A.P. Scrubber Deluxe container. Avoid opening the container when your Valorstones are nearly capped, as you may receive nothing if the container rolls Valorstones as its reward.
Open Container for Helm, Chest, Bracers, Boots
Opening the S.C.R.A.P. Scrubber Deluxe has a low drop rate for transmog pieces — across 343 containers opened, only 13 unique appearances were obtained out of 16 possible from this source, with duplicates being common. The container can also give Valorstones, Resonance Crystals, gold, or nothing at all instead of a transmog piece.
Farm Shipping and Handling Event
The shoulders, cloak, gloves, belt, and legs for the Power-Washed Wardrobe drop from the Shipping and Handling event after completing the ninth job in a series. The drop rate is low and duplicates are possible.
Tips
Out of 343 S.C.R.A.P. Scrubber Deluxe containers opened, only 32 warbound transmog items were received, with 19 of those being duplicates, giving a rough appearance drop rate of approximately 9% per container and a unique piece rate even lower.
