The Upcycled Outfit is a transmog collection obtained through Undermine's S.C.R.A.P. system, split across two separate farming methods depending on which pieces you need.
Unlock Renown 11 First
The 
Gunk-Covered Thingy only appears as a reward from progress-based S.C.R.A.P. job completions once you reach Renown 11. Without this requirement met, the Gunk-Covered Thingy will not be available from those events.
Farm Gunk-Covered Thingy
Participate in S.C.R.A.P. events to earn the Gunk-Covered Thingy from job completion rewards. The drop is not guaranteed from every event run.
Exchange for Scrubber Container
Bring your Gunk-Covered Thingy to Angelo Rustbin at 25.74, 38.13 in Undermine and exchange it for a 
S.C.R.A.P. Scrubber Deluxe. Opening this container can yield the helm, chest, bracers, or boots of the Upcycled Outfit, but it can also give gold, Valorstones, Resonance Crystals, or nothing at all. Out of 168 containers opened, only 32 transmog pieces dropped, with 19 of those being duplicates.
Farm Shipping and Handling Event
The shoulders, cloak, gloves, belt, and legs of the Upcycled Outfit drop from the Shipping and Handling event. These pieces can drop after completing the ninth job in a series, and the drop rate is low with duplicates possible.
Tips
Avoid opening a
S.C.R.A.P. Scrubber Deluxe when your Valorstones are nearly capped — if the container rolls Valorstones as the reward, you may receive nothing instead.
