Complete Hellfire Citadel raids
Defeat bosses in Hellfire Citadel on Normal difficulty to unlock naval missions. You need approximately 8 Normal kills to begin receiving mission rewards.
Unlock Heroic chest mission
Continue raiding Hellfire Citadel on Heroic difficulty until you receive a naval mission that rewards a 
. This requires between 12 and 15 Heroic kills depending on your Mythic BRF progression.
Collect transmog pieces
Open the Hellfire Citadel raid chests from naval missions. The Heroic quality chests contain armor pieces from the set; note that these chests do not include class trinkets, set items, or weapons.
