Soul Priest's Raiment is a transmog set obtained through garrison follower missions that reward Cache of Highmaul Treasures caches at varying difficulties.
Unlock the Garrison Mission
Assign 2 followers at item level 645 or higher to your garrison to unlock the follower mission for a 
Cache of Highmaul Treasures. The difficulty of the cache you receive (Normal, Heroic, or Mythic) is shown in the mission tab tooltip before you accept.
Meet Boss Kill Requirements
The cache difficulty you are offered scales with your raid progression: the Normal cache has no boss kill requirement beyond the 2 followers, the Heroic cache requires 15 boss kills in Normal mode, the Mythic cache requires 15 boss kills in Heroic mode, and the Mythic Bonus cache (which also awards 
1000 Gold) requires boss kills in Mythic mode — the exact number may be 7 or 15.
Complete the Mission
Send your qualified followers on the mission and collect the Cache of Highmaul Treasures upon completion; note that duplicate items from the same cache type can occur.
Tips
You must meet all boss kill requirements before the mission becomes available — fulfilling them after the mission appears does not count.
