Windspeaker's Regalia is a transmog set obtained from cache rewards after completing sufficient raid kills in Blackrock Foundry Heroic or Highmaul Mythic.
Complete Blackrock Foundry Heroic
Defeat bosses in Blackrock Foundry on Heroic difficulty. You need at least 21 eligible kills across the raid's bosses, with at least one kill occurring after patch 6.1 launched. Kills of the same boss in the same week only count once.
Alternative: Highmaul Mythic
If you prefer, complete 8 or more Mythic difficulty kills in Highmaul instead of the Blackrock Foundry requirement.
Collect cache reward
Upon meeting either requirement, you receive a cache that contains transmog items. The cache may award mail, cloth, leather, or plate pieces from the raid, though specific items like 
Treads of Rekindled Flames or 
Inferno Breath Sandals have been reported from these caches.
