Unlock heroic raid chest mission
Complete at least 12–15 heroic difficulty Hellfire Citadel raids to trigger a naval mission offering a 
containing heroic-quality loot from the zone.
Complete the naval mission
Execute the naval mission when it appears to receive the raid chest and a chance at transmog pieces.
Tips
The chest cannot contain class trinkets, set items, or weapons—only armor and accessory transmog.
