Hallowfall Plate Armor is a transmog set unlocked by completing The War Within campaign on a plate-wearing character and reaching Renown Level 8.
Complete The War Within campaign
Progress through the entire The War Within campaign questline on any plate user. Start with the main storyline in The Isle of Dorn, then complete the follow-up storylines to unlock world quests and the Delver's Dirigible in part two. Track your progress using the achievement The War Within.
Reach Renown Level 8
Earn Renown with the appropriate faction by completing quests and activities to reach Renown Level 8, which unlocks the Hallowfall Plate Armor set pieces.
Acquire cape from vendor
Purchase 
Expeditionary Cape at 41, 53 for
