Regalia of Dying Light is a priest tier lookalike transmog set that is not class-restricted and does not include shoulder armor.
Obtain the set pieces
Farm the Regalia of Dying Light pieces from their source. Note that this set does not include shoulders, so you will only be able to transmog the chest, hands, legs, and feet pieces.
