Complete Superbloom event
Participate in The Superbloom event on each of your characters to earn rewards from 
Cache of Overblooming Treasures.
Open reward cache
Open the cache on your character to receive a random item, which may include the cloak transmog.
Tips
This reward is available once per week for each character on your account, not once per account total.
The cloak drops as a random item from a large loot pool that includes many back and neck pieces, so expect multiple runs across multiple characters to obtain it.
