Soul Priest's Raiment is a transmog set obtainable via garrison follower missions that reward 
Cache of Highmaul Treasures, which require specific follower item levels and raid boss kill thresholds to unlock.
Prepare Two ilvl645 Followers
You need 2 followers at item level 645 in your garrison to trigger the mission for the Cache of Highmaul Treasures. Without these two followers at that threshold, the mission will not appear.
Accumulate Highmaul Boss Kills
The difficulty of the cache you receive depends on your Highmaul raid kill history: the Heroic cache requires 15 Normal mode boss kills, the Mythic cache requires 15 Heroic mode boss kills, and the Mythic Bonus cache (which also awards 
1000 Gold) requires approximately 7–15 Mythic mode boss kills. Enter Highmaul and defeat bosses solo to accumulate the required kills.
Check Cache Tooltip Before Accepting
In your garrison mission tab, hover over the cache item in the mission reward to see its tooltip, which will tell you whether it is a Normal, Heroic, or Mythic cache before you accept the mission.
Complete the Garrison Mission
Send your followers on the mission and collect the Cache of Highmaul Treasures upon completion. Note that it is possible to receive a duplicate item from the cache if you have already obtained a piece from it previously.
