Soul Priest's Raiment is a transmog set obtainable through garrison follower missions that reward the 
Cache of Highmaul Treasures, which requires specific follower and raid boss kill prerequisites to unlock.
Recruit Two Followers
You need 2 followers at item level 645 in your garrison to unlock the Cache of Highmaul Treasures mission. Once both followers meet this threshold, the mission will become available automatically.
Accumulate Highmaul Boss Kills
The tier of cache you receive depends on your raid boss kill history: the Normal cache requires no prior kills beyond the follower requirement, the Heroic cache requires 15 Normal mode boss kills, and the Mythic cache requires 15 Heroic mode boss kills. The Mythic Bonus cache, which also awards 
1000 Gold, requires approximately 7–15 Mythic mode boss kills.
Check Cache Tier Before Completing
Before completing the mission, hover over the cache item in the mission tab to see its tooltip, which confirms whether it is a Normal, Heroic, or Mythic cache, so you know which loot tier you will receive.
Open Cache for Transmog Pieces
Complete the garrison mission and open the cache to receive a piece of loot one tier above the raid difficulty your character has been running; note that it is possible to receive duplicate items from multiple caches.
Tips
The cache tooltip in the mission tab shows the exact tier before you send followers, letting you confirm you are farming the correct loot tier for the Soul Priest's Raiment pieces you need.
