Attire of Piety is a transmog set obtained through naval missions that reward Hellfire Citadel raid chests.
Complete Hellfire Citadel raids
Defeat bosses in Hellfire Citadel on Normal difficulty to unlock naval missions. You need approximately 8 normal kills to trigger the first mission.
Send naval mission
Send a naval mission that rewards a 
from Hellfire Citadel. The chest will contain armor pieces from the raid.
Collect transmog pieces
Open the chest when the mission completes to obtain armor pieces for the Attire of Piety transmog set.
Tips
Naval mission chests reward items from one tier lower than your kill count; if you have 14+ Heroic kills, you can receive Heroic-quality pieces instead of Normal drops.
