Raging Tempest is a leather transmog set obtained by collecting Primalist leather drops from The Forbidden Reach and upgrading them through item enhancement.
Farm Primalist leather drops
Defeat rares in The Forbidden Reach to collect Primalist Leather Helm and other Primalist leather pieces for each armor slot you want to transmog.
Upgrade to Raging Tempest
Use the Primalist leather pieces to create their upgraded counterparts, such as Cowl of Raging Tempests from the Primalist Leather Helm. This results in ilevel 385 transmog pieces at upgrade level 2/3.
Further upgrade with Forbidden Knowledge
Collect 
Untapped Forbidden Knowledge from rares in The Forbidden Reach and use it to upgrade your Raging Tempest pieces to 3/3 (ilevel 395) for the final transmog appearance.
