Dark Supplicant's Garb is a tailored transmog set crafted after unlocking specialized tailoring recipes from the Runecarver in Torghast.
Unlock Runecarver in Torghast
Complete the Into Torghast campaign and find Baine during those quests. After turning in the Search for Baine quest, Ve'nari will offer a short quest chain to free the Runecarver, who is located in Torghast in the first room on the right.
Learn recipes from Runecarver
Once the Runecarver is freed, return to your Tailoring trainer to learn the specialized recipes. You must have Tailoring at 100/100 to access these recipes.
Obtain quest from Stitcher Au'phes
Visit Stitcher Au'phes in Oribos to receive the quest The Vessels of the Thread and unlock the ability to purchase additional recipes.
Gather crafting materials
Collect the three materials needed: 
Shrouded Cloth, 
Enchanted Lightless Silk (made from 2x
