Oakheart Raiment is a Covenant transmog item that can be upgraded through Reservoir Anima at specific NPCs after reaching Chapter 4 of your Covenant campaign.
Reach Covenant Chapter 4
Progress through your Covenant campaign until you complete Chapter 4, which unlocks the ability to upgrade Oakheart Raiment and other Covenant pieces.
Upgrade at Aggressor Zo'dash
Travel to The Enclave in Oribos at 34.5, 56.5 and speak with Aggressor Zo'dash. Open the Item Upgrade window and place Oakheart Raiment inside to upgrade it using Reservoir Anima (50 Anima per rank upgrade).
Tips
You can also upgrade Oakheart Raiment with Craftsmaster Lamda at Heart of the Forest, located next to Mar'lan where the item is sold.
