Farm Eternal Palace raid
Enter the Eternal Palace raid and defeat bosses to collect Razorfin Regalia leather pieces. The set appearance only matches the Normal difficulty version regardless of which difficulty you run.
Obtain the cloak piece
Acquire 
Cloak of Blessed Depths either from raid drops or by purchasing it from other players on the Auction House, as this cloak is tradeable.
Visit transmog vendor
Bring your collected Razorfin Regalia pieces to Ulmath at 83.4, 35.4 in Nazjatar to apply the transmog appearance to your gear.
