You must be level 120 to pick up the quest that rewards this item.
Start the weekend bonus event quest
Pick up the quest from Chronicler Shoopa in Dazar'alor, Chronicler Toopa in Boralus, or from the Adventure Journal (Shift+J by default).
Set your loot specialization
Before turning in the quest, select your desired loot specialization so the reward is appropriate for your class and role.
Complete and turn in the quest
Finish the quest objectives and turn it in to receive your item level 355+ loot, which may be Warforged, Titanforged, or include tertiary stats or a socket.
