The quest required to obtain this item can only be picked up at level 120.
Accept the weekend bonus quest
Start the quest from Chronicler Shoopa in Dazar'alor, Chronicler Toopa in Boralus, or from the Adventure Journal (Shift+J by default).
Set loot specialization
Before turning in the quest, select your desired loot specialization to ensure you receive gear appropriate for your class and role.
Complete and turn in the quest
Finish the quest objectives and return to the quest giver to receive your Normal Uldir loot, which may include this transmog piece.
