Fel-Chain Armor is a transmog set obtained from Legion invasion chests during the Legion pre-launch event by completing invasion scenarios.
Complete Legion Invasion Stages
Participate in a Legion invasion and complete Stage 2 to receive a 
Small Legion Chest, or Stage 4 to receive a 
Large Legion Chest. Small Legion Chests contain wrists, gloves, waist, and feet pieces, while Large Legion Chests contain head, shoulders, chest, and legs pieces, all at a base item level of 700 with a chance to be Warforged up to item level 720.
Open Chests at Level Cap
Hold onto any unopened invasion chests and open them at your maximum character level, as the item level of loot is determined by your level at the time of opening, not when the chest was received.
Tips
Starting August 16, 2016, up to 3 simultaneous invasions can be active at once, each lasting 2 hours, allowing more frequent farming opportunities.
