Light's Vanguard Battleplate is a 930+ item level piece from Antorus, the Burning Throne obtainable through the weekly Timewalking quest.
Complete weekly Timewalking mission
Use your class hall followers to initiate a mission that rewards a cache containing gear from Antorus, the Burning Throne. The cache contains 930+ item level loot with chances for warforged or titanforged variants up to 985 item level.
Complete the Antorus raid quest
The mission will send you to defeat a boss inside Antorus raid. Upon completion, open the reward cache to receive your gear piece.
Increase gear quality with raid clears
Prior to starting your class hall mission, complete at least 12 boss kills in Normal difficulty raids to receive Normal-level loot, or 12 boss kills in Heroic difficulty raids to receive Heroic-level loot instead of Raid Finder level.
Tips
You can only use the weekly Timewalking quest on characters that have not cleared any bosses in Antorus Raid that week, making it ideal for alts.
