Felreaper Vestments is a transmog item obtainable from the Antorus, the Burning Throne raid via the Weekly Timewalking Quest.
Complete Timewalking Quest
Complete the weekly Timewalking Quest (A Shattered Path Through Time) on a character that has not cleared any bosses in Antorus Raid to receive a cache containing Antorus raid gear.
Open Antorus Gear Cache
Open the resulting cache to obtain a piece of gear from Antorus, the Burning Throne raid, which may include Felreaper Vestments at 930 ilvl or higher with a chance for warforged or titanforged versions up to 985 ilvl.
Tips
The cache rewards Raid Finder gear by default, Normal gear if you have at least 12 Normal difficulty Antorus boss kills before starting the mission, and Heroic gear if you have at least 12 Heroic difficulty kills.
