The Regal Lord Armor is a Monk transmog set obtainable from the 
Golden Chest of the Regal Lord, which was part of the Mists of Pandaria Challenge Mode armor that was retired before the Warlords of Draenor pre-launch patch.
Obtain the chest before retirement
This transmog set is no longer available as Challenge Mode was redesigned with new mechanics in the Warlords of Draenor pre-expansion patch and the associated armor sets were retired.
