Complete the weekly event quest "Emissary of War" to obtain a 
Cache of Nightborne Treasures, which has a minimum item level of 885.
Open your cache
Open the Cache of Nightborne Treasures to receive transmog rewards, with item quality determined at the time you obtain the mission.
Tips
Cache quality is determined when the mission is obtained, not when completed, so plan your farming around when you acquire each mission.
Mythic difficulty EN kills reward Heroic-quality caches as a baseline, so higher raid difficulties provide better transmog rolls.
