Snowmaster 9000 is an Engineering-crafted toy that creates snowballs year-round, obtainable by engineers with at least 190 skill who learn the schematic from Father Winter's random holiday mail during the Winter Veil event.

Learn The Schematic
During the Winter Veil holiday season, Father Winter mails random presents to players. Open these gifts and look for the Snowmaster 9000 schematic inside. The schematic is not bound, so it can also be purchased from other players on the Auction House.
Gather The Materials
To craft the Snowmaster 9000 you need 8 Mithril Ore, 4 Iron Ore, 
2 Gold Ore, 4 Khadgar's Whisker, 2 Wintersbite, and 1 Leaded Vial purchased from a vendor.
Craft And Use It
With 190 Engineering skill, craft the Snowmaster 9000. To produce a snowball, place 1 Refreshing Spring Water (bought from any food and drink vendor for 20 copper per 5) in your inventory, then activate the toy — it has a 25-second cast and a 24-hour cooldown shared across all Snowmaster 9000 devices you own, producing only one snowball per use.
Tips
Owning multiple Snowmaster 9000 devices does not let you create more than one snowball per day, as all copies share the same 24-hour cooldown.
Snowballs created by this toy serve as a reagent for Winter Veil items like the Red or Green Helper Box when the holiday event is no longer active and snowballs cannot be purchased from vendors.
The Snowmaster 9000 is not bound and can be sold or traded freely, making it available on the Auction House outside of the Winter Veil season.
