Obtain the Loot Card
The Sack of Starfish is one of three loot items from the Throne of the Tides TCG set, alongside the 
Purple Puffer and the 
Swift Shorestrider. Since this is a promotional TCG item, you can acquire it by finding the physical loot card or purchasing the redeemed in-game item from other players on the Auction House.
Use and Generate Starfish
Using the Sack of Starfish generates 5 stackable, permanent Throwing Starfish with a 30-minute cooldown per character. Each Throwing Starfish can be thrown at enemy targets within 30 yards or friendly targets within 40 yards, applying a 'Throwing Starfish' aura that reads 'Harmless starfish stuck to face' for five seconds.
Share Starfish With Friends
Because the Sack of Starfish is not soulbound, you can trade it to another player — for example, in a dungeon group — so they can use it and generate their own Throwing Starfish, then trade it back. The 30-minute cooldown is tracked per character, not per item, so mailing it to an alt lets that character generate starfish immediately upon receiving it.
Sell It Later If Desired
The Sack of Starfish remains tradeable even after use and can be listed on the Auction House at any time, making it one of the rare vanity toys that can be both used and resold.
Tips
The cooldown on generating Throwing Starfish is per character, not per item — passing the sack to an alt resets the generation cooldown for that character.
